MADISON, WI (WTAQ) - The head of Wisconsin’s largest state employee union says the Walker administration has put unconstitutional limits on where recall petitions can-and-cannot be circulated on state property. State Employees’ Union chief Marty Beil has written a letter-of-complaint to Administration Secretary Mike Huebsch. It said at least three state agencies have barred its employees from collecting recall signatures on public state property during their lunch hours and work breaks. Beil calls it a violation of free speech rights – and he wants the policies to be dropped. The administration has not commented. The petitions are seeking the recalls of Governor Scott Walker and Lieutenant Governor Rebecca Kleefisch.
